From the supplier: Motorcycle helmets are known to lessen the severity of head injuries at the cost of more serious neck injuries. Because of this tradeoff between head and neck injuries, mandatory helmet use legislation results in welfare losses for those motorcyclists who rely on helmets as a form of self-insurance. Such losses are not compensated for by other forms of self-insurance, which are mostly suboptimal.
